On September, 22nd the Russian Duma approved an amnesty provision for Chechen rebels willing to lay down their arms in the next six months. The law makes permanent a temporary provision in place since July 15th. Since that date, the Kremlin claims that approximately 200 rebels have handed over their weapons to local Chechen authorities. But none of those surrendering is an actual combatant. Thus far only ex-combatants and their supporters have accepted the offer - men who haven’t carried a rifle in years, if ever. All the while guerillas continue to fight as fiercely as ever
